Whether the federal government will give Vermont a waiver to adopt a universal health care system in 2014 is an open question. (One physician and long-time single payer advocate) said the state has a 50-50 chance of getting the exemption from the Affordable Care Act. Even so, she believes Vermont’s attempt to create a single-payer system is worthwhile.
